"Listen to FM 104.1 - Partly sunny sunny today, Hi 87. Tnite t’storms, lo 59. McDonalds 99 cent sausage biscuits if you mention WXYZ." (Text messages are brief because cell phone providers drop all content past 160 characters.)
To get morning, afternoon and/or severe weather warnings, they sign up on a station website. They get a text message welcoming them to your service, including a security code. They reply with that code and their cell number to validate their signup. (That eliminates prank messages.)
